DHIS2 Implementer (Health Content), Global Health Content & Standards

Job Description

District Health Information Software 2 (DHIS2) is an open source, web-based health management information system (HMIS) platform. Today, DHIS2 is the world's largest HMIS platform, used by ministries of health in 67 countries. The core DHIS2 software development is managed by the Health Information Systems Program (HISP) at the University of Oslo (UiO).

HISP UiO is a World Health Organization Collaborating Centre, and works directly with global donors, ministries of health and NGOs to produce global goods addressing health information system needs in low- and middle-income countries. This work includes promoting global metadata standards and best design practices through the WHO-DHIS2 Health Data Toolkit. This toolkit includes standard configuration/metadata packages for DHIS2 based on global guidance developed in close partnership with content experts at the WHO, UNICEF and CDC. Examples can be found at dhis2.org/who.

The DHIS2 Health Content Implementer will join the Global Health Content & Standards team at HISP UiO, focusing on a portfolio of work that includes extensive requirements gathering with international content partners, configuring DHIS2 -- aggregate, event and tracker -- according to international standards set with content partners, and providing technical support to countries adopting these standards into their national HIS. This implementer position will play a critical role in supporting the translation of health content requirements into DHIS2 system design; thus the role requires significant knowledge about both public health programming and DHIS2. This position will play a strong role in guiding content experts/partners like WHO and UNICEF through content requirements gathering activities and package development processes that are essential for developing digital health data toolkits for DHIS2. The implementer will contribute to system design discussions and documentation with an eye toward ensuring DHIS2 design is being considered to meet public health program needs and the realities of field implementation in low-resource environments. HISP has a long tradition of learning through country implementation and local innovation to improve our global public goods. This position is expected to work with and through the regional HISP network to support country implementation with a focus on use of the digital health data packages and facilitating learning about data use.

Work Responsibilities:

Specific responsibilities include, but are not limited to, the following:

  • Coordinate requirements gathering phases with global content partners such as WHO, UNICEF and CDC to translate metadata standards and functional requirements into DHIS2 design
  • Liaise between global content partners and DHIS2 configuration implementers during the development cycle of DHIS2 digital health packages
  • Curate content for and assist in the dissemination of communication materials for DHIS2 digital health packages
  • Project management & coordination responsibilities related to the DHIS2 digital health toolkit and development of implementation work plans
  • Contribute to DHIS2 health data toolkit documentation, including system documents that relate DHIS2 configuration/design choices with public health program requirements
  • Support DHIS2 health data toolkit implementation activities, including travel and in-country assistance as needed
  • Other duties as assigned

Qualifications:

  • At least five years’ experience in providing support to public health programs on information systems, monitoring and evaluation
  • Knowledge of DHIS2 design and configuration principles
  • Field-based implementation experience and M&E experience strongly preferred
  • Master’s degree in a related field such as health or informatics (e.g. MPH, MSc), or equivalent experience
  • Experience managing complex projects or portfolios in low resource settings

  • Excellent writing, communication, and organizational skills
  • Fluency in English is essential; working proficiency in other languages (such as French, Spanish, Portuguese or Russian) a plus
  • Ability and willingness to travel internationally as needed
  • Eligible for employment in Norway (preferred)

Personal qualities

  • Flexible and positive to ongoing change of responsibilities
  • Strong ability to handle parallel tasks and processes under pressure
